Can you actually conquer in the first act?

I can blow up all of someone's buildings in a region but I can't figure out how to kick them out, make it neutral, or claim for myself.

gnosis:
You have to destroy all of their buildings, including the ones that are underground. Then the territory borders will change color to neutral.
