What is with the current Income?

Currently my small shops are giving me 40 crowns each turn while offices are giving me 80, is this normal?

Mostly likely it is due to some of your shops not having all of the workers it needs. Alternatively it is because you have leveled up some shops and not others (combined with racial commercial income modifier).
