I think it might flow better, especially for the tutorial, if Round 0 was just one turn, and you got 15 Actions for each faction.  That many rounds of setup I feel like I want to focus on laying out each town in a single shot, rather than bouncing back and forth.

Also, I think I favor Round 0 being called "Setup" or "Prep" instead of Round 0.

Yes, thats a great idea.
The first few games you play, preparation is a very long and tedious process, because you have no idea what you should be doing.
Then you finally come up with a starting set up you like and it becomes rather short, but still rather tedious process of placing the tiles you need.

In fact, i think i would like to see preparation condensed into like 5-6 actions, with all of the most basic must-have structures already pre-built for each faction.

I'd thought this was a little strange myself as well.   The turns constantly switching back and forth like that dont really make much sense when you dont really have units out doing things yet.  I thought it actually made the tutorial bit a little more confusing.

I'm gonna say yeah, there's no reason why it shouldn't just be 1 turn. I'd like to build the whole base at once so I don't have to remember 'oh what was I doing for these guys again?'

Yeah, that's something we'll do, but not until we have the new tutorial in place; both have to be implemented together.  In the meantime there are more pressing things in terms of ability to really test; what you're describing is just a first-learning thing and something of a mild convenience.  Something to do before beta, but in terms of testing it doesn't really impact anything IMO.
