Hamlets Not Giving Proper Culture

I posted this in mantis, but nothing has come of it so I thought I'd try here.

When I place a Granary 2 in my middle red town on top of some ruins it says I should get +48 culture, but I end up getting -1 culture.

I don't know if I'm getting the wrong culture and should be getting +48 or if it's a graphical issue and on the map it should show -1.
