I am here to tell you two things.

1. Nuclear makes something into a nuclear timebomb. Pro tip: Don't wear nuclear wings for too long.
2. Wacky waving inflatable arm flailing tube man is an object.
3. A blowtorch counts as surgical equipment for the purpose of a certain objective.

So if you made a nuclear engineer... you would get an exploding engineer?

Yes. You would create an engineer that is blinking and beeping and would eventually explode, killing things that are near him.
