DotA 2 also has low priority queue, but honestly it doesn't sound as brutal as Riot's. They don't intentionally force you to wait a specific amount of time before you can join a game, it just takes slightly longer to get into one (like 2-3 minutes longer max, sometimes it makes no difference), and it disables ranked queue.
The biggest punishment of playing low priority in DotA is ironically, playing with the other leavers, which tend to be DotA's 'worst of the worst'. If you can imagine.
I went to the actual Riot "Leaverbuster" page, here's what they had to say about it:

If League games are honestly going on for an hour plus on a regular basis, I have a solution, stop playing League. That's unacceptable. I agree with you, they can't expect people with real lives (aka anybody who has a career, wife, kids, academic responsibilities, or really who isn't living in their mother's basement) just can't guarantee that they're going to have an hour to play every time they hop on, and Riot shouldn't honestly expect them to.
If League's formula is your style, I highly recommend Smite. The games are extremely similar. They both have the same lane setups almost exactly, the same champion roles (just renamed), they both have summoner spells, the jungle buffs, Dragon/Baron, starting items, stacking items, you name it, it's pretty much the same. However, the Smite games are shorter, faster pace, they're more action packed, and the game is vastly more balanced overall. The summoner spells are a perfect example. Flash (called Blink in Smite) is strong, but it's by no means overpowered from what I've seen.
As a long time League player you should fit right in. Sure it'll take a few weeks to get used to all the new characters and such, but once that's done, I highly doubt you'll look back.
DotA 2 is a lot more hardcore, the games are longer than Smite, and it's much more difficult to get into. There is a problem with the current length of DotA games as well, though I'm sure they're working on it for the next big patch. The difference is, the low priority queue doesn't intentionally force you to wait a certain amount of time if you can't finish a casual 70 minute game, it just makes you play with other people who are either trolls or have lives.
