No. You should be able to create that even with a brand new account. I'm looking into it as I type this!

EDIT: Okay, so with a quick glance, I couldn't see what was stopping you from doing that, unless you weren't logged in. I've gone ahead and altered a few settings so I am sure you can do it. If the setting changes make spam easier or worse, I'll revert the changes and make sure to add any needed rights to your account. Thanks for reporting!

Thank you, this seems to work now (the other thing that I mentioned on the BD subforum still needs addressing though).
