It was not the among the best at launch, it improved a lot during its lifetime. The dev also made quite a lot of stupid decisions when communicating with their customers at first. Its "greatest" reported flaw however is that it's not a MoO2 clone: you can't control ships during battles, and ship design is simpler than MoO or GalCiv. Focus is more on the empire management part and choosing well your research and where to expand.
Don't go if you like to micromanage every component in a ship or to control every shot in a battle.
