Something strange happened where they had to choose either unrestricted refunds or unrestricted installations. No idea why it happened but they decided to stick with unrestricted refunds for now and switch to the other later.

Steam itself has problems doing both at once, evidently -- this is really an edge case situation. There is a way to install it through SteamDB, though -- completely legit and that launches Steam's own protocol. It's a storefront issue, mainly.
