Oh, it's been developed already.  We're at the "find a publisher" stage.

Well, having a group of 12 people to toss the rules at and be like "go at it" and seeing what they do would be MOST helpful.  Figure out better ways to word the rules, resolve confusing rules, as well as see if any other things need to be balanced out.

Thing is, we don't HAVE a group of people we can do that with.
