Tempest - is it an indie game?

Howdy, I really like  this game: http://store.steampowered.com/app/418180/ but I dont know if we can consider it as an indie project. It has devs, but all other games they've make looks like indie crap, while this game is cool.
 What do you think?

Is it being published by a company that isn't developing it?
Is it being developed by a company that publishes other people's games (or sells them, Valve for example)?

If both answers are 'no', then it's probably an indie game.


Also, dismissing stuff as indie crap sounds weird on the website of an indie company...

Also, if the answer to the first one is 'yes, but a very small publisher', its probably just an indie dev who've made enough to help out some others.
