Restart steam to force a quicker update.

This one has some key balance curve adjustments, some general tweaks and fixes, and a fix to the lag that was happening every time music tracks changed.

Well.   That had an effect, indeed.  Lots of attack value increases, heh.  Gotta change my loadout now, I'd barely at all touched shield items in the previous versions, kept sticking other things like reactors in there instead.  Now shield items have a point, so that's pretty good.
