Valley 2: Can't get server to start

I'm trying to run a Valley 2 server. I load the game and click and launch your own server, the game then just sits and does not load the server. From what I have read the net code is the same as one so it should have loaded a new game as the server but it won't. any ideas?

You have to start a world first in solo play, but you don't have to actually play it -- just get the starting settings chosen and the world actually in place. You can stop when you get to the character select screen, for instance.

After that, your launch multiplayer game gives a list of the worlds you've got saved on your disk, and you can choose which one to start.
