Title: Unable to reach 5th Lieutenant

Well, as my map shows, my 5th Lieutenant is only accessible via a diagonal ocean-square crossing, and since the update, I can no longer access him.  Any help?

If I could, I'd edit my world file (attached), but I don't have time to understand/modify the format.  :-(

can you put a buoy in the water to be able to reach him?
