I turned on triple buffering and V-sync in the 3D settings on the Nvidia panel and that seems to have made it go away. So, success. :)
Remember: it could always be worse.  You didn't have to resort to ponies.

Oh *shudder*. It still scares me that AIW fixed a problem with ponies.

That was the most hilarious bug ever.

To be honest, you don't know how nvidia implemented that feature. ;)

Fortunately the ponies fix was temporary, but that was sure hilarious. Working around a bug in radeon drivers, heh.

I might add that VSync syncs to some "milestones", so if you are running at 60 FPS and drop below it, even just 2-3 FPS, Vsync will instantly sync to 30 instead, giving you 30 FPS. If you drop below 30, you lock to 15 instead. So if you can just barely manage 60 FPS, and drop below it quite often, you might want to turn VSync off, or you will likely be stuck at 30 FPS most of the time.
