Are Perks Random?

So I noticed that between two different characters with all 4 feats unlocked per level, all 4 perks for each level were exactly the same for all 10+ levels, even if the order is different.  Is this a weird coincidence or are the 4 perks per level set in stone?  Just curious.

I think I have seen some variation in them in the past - maybe just bad(?) luck with the RNG...
