Can't use Seek Survivor

Hey guys,

I seem to have run into a small problem,
Since I moved into Continent Two, I no longer have an Apothokinesis person, which means that I cannot use Seek Survivor. Without Seek Survivor, I can't expand my settlement, AND I can't get an Apothekinesis person to use Seek Survivor with. It's a cruel loop.

Surely there is an obvious solution for this that I cannot see!

Explore and find secret missions. I didn't have a Lumbermancer to construct an storage/residential tower, but I found one in a secret "Rescue survivor" mission. Secret missions can be found in surface chunks, underground and in large buildings.
