Huh? Assuming RR, not having enough support from the gaming community to continue development was why that game stopped where it did. The game wasn't picking up so it was dropped as to not waste money there.
So needing 3 songs instead of 2 is a budget problem, but taking 1 year longer for development is not?! So developer are not part of the budget only musicians?

right now, albeit by volunteers.

Polystyrene tubes are not being grasped. 1.0 game budgets aren't Arcen's overall budget (a portion of that). It's pretty much different pools that get pulled from.
For what it's worth, I don't think there's a real issue by having it be $299,400, I just thought it was odd (i.e. not rounding up to the next nearest "big" number).
Well it can get an issue, if more people like me get annoyed by that fact though, but yeah most likely other issues are worse.
Being OCD about it is ok. Sitting here telling folks that have been here long enough to know or have worked on the last 3 games what they know is false is not. The issues with previous games caused larger issues for Arcen as a whole, not the individual games.
