Thankfully the game is testable pretty effectively already. There don't seem to be any game breaking bugs or issues.

I do have a question about test technique. I have taken up tweaking the balance settings of my ships to make it easier to build a large fleet so I can hunt for issues with large scale combat. Do you think that such modifications (just in the XML) would make the testing less useful? Is it important to note exactly what settings I tuned if I open a bug?

It depends on the bug, and do always note that mods were active (if we need details we'll ask), but in general have fun with the settings :) If we need specifically vanilla testing we'll let you know.
