Strange selection behavior

I don't know what happened between upgrades, but now fleet selection works weirdly.
First, if I press a number key, instead of deselecting everything and selecting assigned fleets, the game selects assigned fleets in addition to current selection.
Then, if I press the same number key more, unassigned fleets are deselected gradually until only those assigned to that key are selected.
However, on second press of number, the camera jumps to said fleet.

I have made many mistakes of sending wrong fleets to planets by now. Is this new behavior expected? I don't see any explanations in control settings and elsewhere.

This applies also to mouse clicks. I can't deselect all at once by clicking at empty place, and have to click many times.
