Fleet info percentages...what are they?

So my fleets have stats like 165/165 34%

I know that the fraction is units built out of max units.

And it seems like the percentage should be overall force value, but it's weird. I get that loaded the value should be lower and unloaded it should be higher, but most of the time it's not 100% and I can't figure out what it represents when it's not 100%. (Also, once, it was 101%.)

I've wondered what that percentage is meant to represent as well.

I also see stuff like this quite often (example):-

These percentages are intended to represent the Overall Health of the fleet. Unfortunately this code doesn't handle stacked ships properly so the numbers are wonky. I've put a bit of code in to improve this, but there's more work to be done, no question
