Turrets and energy management

Couldn't find an answer to this one by searching....
Is is possible to turn off turrets to reduce energy consumption?  Or do they have to be scrapped?

I would just test it, but I think that it requires being scrapped.  I honestly don't remember, though, as we went back and forth.  If you figure it out, posting so others can see would be welcome.
