Intended selection behavior?

If I select a fleet by box selection and then use ALT to deselect one or more ships, deselection works.

If I select a fleet by hotkey and then use ALT to deselect one or more ships, deselection DOES NOT work.

I assumed hotkeys were a form of selection (it's visually identical) but it appears that's not programmatically how they work. Is this intended behavior?
