    Defensive ships: Mines
    Turrets, Offense (they shoot) Basic, MLRS, Missle, Laser, etc.
    Turrets, Defense tractor beams, Gravitational turrets

Tractor beams simply must come first in highly contested border areas. Offensive turrets while very helpful in wormhole defenses become less important if the AI simply sails right by them in large numbers in my opinion.
