Since we're talking about the Eye...
I think there's too many of them. I mean, I feel like every dang planet has one. Or at least majority. This creates a redundant routine of having to rid an Eye every time you attack an AI planet. Considering that there are so many different kinds of guard posts and guardians now, it feels awfully boring to have the same kind of obstacle as an Eye on every planet. It also loses its effectiveness when you expect an Eye on every assault. If only, say, one out of five planets at maximum would have one at a time, you could more easily neglect to notice it and make a mistake of attacking by a large force head-on.
I do like the idea behind the Eye though. It puts some breaks on steamrolling, but it seriously should be only an occasional obstacle.
Maybe instead of quantity, they could have quality, like an even harsher counter-ratio. Say, making sure the player only outnumbers the AI by 3:2 or 4:3, heck, even 1:1. In turn they would be much more rare, and would require even stricter guerrilla tactics.
That's my opinion anyhow. :]
