Warp Jammer Foldout - Balanced or OP?

So, I was looking at the command post upgrades. It looks like the warp jammer is the only type that doesn't cause a foldout to be produced at home command stations. Is this intentional? I haven't researched the tech in a game since the foldouts were implemented, so it may just be the help text not being up to date. If it is the case that it doesn't build a foldout, do people think it would be a reasonable thing to add, or would it be too much of an advantage for Human players?

It would be completely broken. Not just OP, broken. Your HW(s) would not cause near by AI world to go on alert, you would NOT be able to have a normal, Counter Attack, or even Warp Jumper wave target your HW(s). It might even break Backdoor Hacker entirely. It would turn the Warp Jammer from an useful if niche item into a I WILL UNLOCK THIS EVERY GAME WITHIN THE FIRST FEW MOMENTS item.

Actually, I oppose the idea for the opposite reason:  I frequently use my Homeworld as my main Tank system for much of the game.  I use Warp Jammers to protect systems with Fabs or Fac IVs, though, so I unlock them frequently anyway.  It'd mess up my plans if my Homeworld lost the ability to Tank just because I wanted to protect something else.
Also, the Warp Jammer drains 40 m/c/sec, which is a not insignificant dent in the economy when not needed.

Very much so :)

Both for the mentioned reason that it would break the game and for the mentioned reason that it would make it so you couldn't tank on your HW if you ever unlocked them.
