I've seen that.  for me it is usually related to the area directly around the repair station getting cluttered with ships and other tugs.   ships fly in and start to work out using normal routines to fins a place to settle.   sometimes they settle out of range. 

not exactly sure what happened here.  i'll let the author take a peek at your save.

Here's a new one: The tugs tractor ships that are pretty far away, then fly to the station and sit there with their tractored ship out of range of the station. I included a save, the station and the tugs keeping those annoying damaged ships away from it are by a wormhole up and right from the command station.

That is very interesting, I actually had put in some fixes for just this thing in a past release.  Appears I missed at least one case that can cause it.  Thanks for the save, I can duplicate it and I should have a fix for this in the next prerelease.

Oh, haha -- great point.  I'll make the repair stations non-repairable but with a health recharge, like the force fields, etc.

Last night I had a hell of a situation.

Early on, I had a fleet of Mark I cruisers trying to kill a Special Forces station. I would fire a salvo, then a fleet of Mk III engineers would repair all my damage before the next salvo, and I couldn't kill the engineers since they cloaked.

Annoying AI! I knew what my next ship upgrade was, at least. :)

Wow!  That's pretty crazy.  I guess you could also have one cruiser fire a shot at the special forces station, then have all the rest target an engineer until it is dead.  That's pretty crazy, though.
