Bug or 4.0 Feature - High level planets

I have noticed there are many many more low level planets in a full 120 planet map then previously. In fact there is only 1 level IV and one level III (not counting the core areas where there are a couple of IV's)

Is this intended or is something wrong?

And if it is intended then what was the reasoning? I looked in the wiki but couldn't find anything (Of course the release notes are so gigantic you cant really expect me to :P )

What difficulty setting are you playing on, and has it changed? The population of III's and IV's is closely linked to difficulty.

Is that what you were playing on in the past when you were getting more III's and IV's? Is this just a single map that you're asking about, or have you tried it with several map seeds? Sometimes the randomization creates... surprising outliers in either direction.

Its happening on all maps i roll (I'm turning of FoW to test) . Difficulty doesnt matter (and as a matter of fact I'm fairly sure it never did :P )
I played everything between 7 and 8 before

density of high mark worlds is difficulty dependent, at least on higher settings. If the density is oddly low no matter how things are set, then that does start to sound like a bug. I haven't noticed a drop in high level planets in my 80 planet game, have you looked to see if this is impacting other planet counts for you or is limited to 120? I'll go spawn a few 120 planet maps and see if the results look odd in my copy.  

Edit: Yeah, I can reproduce that, and planet count doesn't matter. The density of III and IV worlds is markedly lower on any size map (tried 80 and 120) than it has been in the past. This must be an issue in a recent update, since my ongoing game (started under and early post-4.0 release) didn't have this problem. That's very strange, and almost certainly a bug. You should list this in the bug tracker.

I've been playing difficulty 7 games with 80 planets and had to start about 3 or 4 games over because I was completely surrounded by level 4 planets right in the beginning of the game. I think the density is more than sufficient :P

This is a bug in the 4.028 version, where it wasn't seeding ANY higher-mark planets at all. ;)

Fixed for the next version, which will be out in a few hours.  Thanks!
