The AI will send responses when it seems as if you've just screwed up.  Losing a Command Center is the obvious one, but failed assaults also count... if you sent a bunch of ships in to the system and they were wiped out having only destroyed a Special Forces command post, the AI will taunt you.

The thing is, I didn't lose a single ship ... except for some blades spawned by blade spawners, but that does explain how it happened.
Thanks :)

It also states things like this if you attack one of their planets with a sizable force and leave without doing anything really permanent, such as killing a crapload of ships, the gate or the command station.

I personally like this feature. I think different kinds of AI should say different things depending on their personality, maybe even in a different computerized voice. Its just a cool little bit of immersion.

Heh. The AI keeps berating me for my overkill attacks on seemingly worthless targets like tachyon or gravity guardians. Foolish programme! Does it not realise that this apparent 200-1 kill ratio in its favour is actually its doom?

My views on the AI talking is much the same as a year ago, I like it as a silent cold haerless machine that does not care, it just do what it wants and lets the numbers govorn it ;)

It's a silly feature, and I never took it as anything more. In story terms, the AI isn't really one centralized mind, so it's not likely to be talking to you directly. The voices are a nice notification that I've just lost another command station while I wasn't paying attention. I wish there were more for things like Fabs, Factories, and ZPGs. Even though it does aggravate me to be taunted.   :'(
