Shark (?) attacks when upgrading command stations

I have Shark-B plot, or possibly a nasty type AI, which spawns a lot of powerful hostile ships neighbouring me whenever one of my command stations is destroyed. These waves are pretty fierce - they sometimes include Exo stuff (golems) and are a problem for my HW defences.

Question is - these seem to get triggered also when I upgrade a command station: unlock a new type (e.g. Econ II), build a colony ship and build the new type on an already owned planet. Seems wrong, no?

Upgraded four planets at a go; died very quickly.

Station -> Colony Ship -> Station does trigger the shark.

Station -> Comm Tab -> Station does not, IIRC.

Shark(both types) work as expected in my game. No ai type,so far as i know, should do that. Bug report time.
