Will capturing an ARS always unlock a new ship type?

Unless you already have more than something like 10-13 types unlocked, yes.  So on an 8-planet start they might not unlock much after a few captured ARSes, though.  And if you play on something like Simple ship types with no expansions, it might be sooner since there are only so many types in that classification.  But otherwise, and in general with single-planet starts: yes, always.
