Scouted Planets Still Able to Show Enemies

I'm playing in a single player game now, and after Scouting a planet (I'm playing with Full Fog of War by the way) I can still see the unit counts updated in real time (I can see the Mk levels of ships and how many are on the planet counting up). Is this a bug since I'm playing on Full Fog of War?

My understanding is that the number of ships will fluctuate as ships that were present when your scout was last there enter and leave the system. I don't believe proper scout snapshots have been implemented yet, unfortunately.

Fiskbit is correct. The technical explanation is as follows;

Each unit in the game has a hidden attribute that keeps track of when it was created. Scout intel shows all the ships on the planet that were created up to the time that you scouted the planet. Therefore, the number of ships may fluctuate according to the destruction/travel of any ships that were in existence before you scouted the planet, even if no scout is present.

Proper intel 'snapshots' are on the Future DLC list.
