Sandbox 1/1 Guard Posts?

Should a 1/1 spawn Guard Posts in the systems adjacent to the player homeworld? Because I was just testing it did not have any. I thought I normally see at least one.

The last time I'd poked around 1/1, its lucky if it gets any sort of non-wormhole guard post withing two jumps of you.
