Wait a moment, dyson spheres can stop producing gatlings?

So I just noticed in my most recend campaign that my friendly dyson stopped pumping out gatlings after a while even though there were only a few hundred of them around (not nearly enough to exhaust the sphere's energy production).

Since that means they must have a hard cap of sorts, I became curious what that cap is.
Is it a fixed number, based on galaxy size, based on number of friendly planets or based on number of player homeworlds?

The cap is controlled by the Dyson Sphere minor faction intensity and the current effective AIP. 

"The galaxy-wide population caps on each of the three gatling types are modified by this 0-10 value. 4 is cap = AIP; 1 is cap = AIP / 4, 8 is cap = AIP * 2, etc (it's linear)."
