Actually I really don't mind exos being mildly micro-heavy.  These are basically the high points of the struggle in an FS game, and if you have to pull a lot of rabbits out of your hat to survive I think I've done my job :)
Not that you should actually have to pause every few seconds, it depends on your setup and your comfort giving orders on the fly.

Well, if you're a strategist aspiring to be a Hannibal, every charging exo-wave going for the shard/home-world starts to appear like an uppity roman consul overeager for glory... Is there room for some slight decision-tree modifications that subtly encourage the chase waves to go for a different juicy target when it fails miserably a few times? Golems, fabricators, eco-IIIs...?

Ack, stop giving him ideas. It's bad enough that they already have four potential targets, the shard, your homeworld, spire city stuff, or a random planet (which bit me in the butt one time where they chose a planet with my Mk. IV factory on it)  ;)

In all seriousness though, I would like it if the AI would try to take out "vulnerable" or "threatening" stuff every now and then with their exos.

I'm currently in a Fallen Spire campaign on an X map.

I can with some certainty say that it looks like shards are placed a number of jumps out of currently controlled space.   Shards 4-7 were on the same (hostile) planets 4 jumps out.   I have to say that covering the shard with my Starship shields through hostile territory was a lot of micro - and a lot of fun.   And since this was an X style map, all of the waves were coming at me on the path the shard had to travel.   There was no where to hide.

The downside to this strategy is that 19 hours in, with 78 planets unexplored and no factory 4 located..  It really is the fallen spire vs. the AI in an all out war.

Oh, definitely.  The instant the signal is actually detected, it is seeded at a place a certain range of distance from the border of AI space, quite intentionally :)  Not an ideal thing, but it does prevent short-circuiting of the challenge, which was the key thing.  But I do want to make it less "this is the way it always happens" whenever I get the chance to work out something satisfactory.

I just started my first FS Campaign. My homeworld was between two MK IV teleport turtle worlds. At first I assumed this was part of the setup, but when the third shard spawned and was instantly captured on my homeworld, my suspicions flowered. According to the walkthrough, shards cannot spawn along a path that goes past MK IV worlds. I could potentially have recovered them all without an ounce of effort. Of course, I can never get off my homeworld!

After you build the refugee post, it should spawn beyond mark-IV worlds.

Depends on how close he is to the AI core/homeworlds. It can't spawn on them until the very last shard, so if he is on a map with enough connection and small enough, it very well could be that the only valid location for a spawn is his homeworld.

I'm not playing that game anymore, as I said I can't get out of my home system, haha. If anybody wants the seed, I can look it up.

It can be, it isn't necessarily.  You generally don't need the last shard to win, it's just more stylish that way.

I just managed to retrieve my third shard and build my very first spire city ever. It was difficult though. this one was 3 hops away and was covered by 4 raid engines -.- Plus an exo and a CPA spawned in the middle of the process. If I didn't have the botnet golem and about 3k zombies to protect me, I would not have survived. Nearly 7 hours in the game and I don't even know the location of any of the homeworlds. I love this game :D
