Regenerator Golem not working?

Just wondering if anyone has noticed the Regenerator Golem not working 100%?  My understanding is that all ships (not champion or starship) that dies in the same system as the golem will be regenerated, but this not what I've seen.

I started off with 300+ MK1 ships + a few starship and the regenerator golem, and by the end of the "battle" the Regen golem was at 50% health but my fleet was down to only 50-ish ships left.

On the regen thing itself, I'm not sure why it wouldn't be producing more reliable results.  There are causes of death which prevent regeneration, but I'm not sure which ones would be in play here.

I've attached a save here and it's 100% recreatable, if you're keen to take a look. 
Some ships are getting respawned, but quite a few are not.  Maybe they're dying too quick?? 
Just take Fleet 3 and warp them through to Mbtolzup and you'll see them start taking significant losses while the Regen Golem is still >10% health.

I looked at the save and my diagnosis is that ships reclaimed by the enemy cannot be regenerated by the golem. Take care of those leech starships, and then get rid of any leftover reclamation damage, and the golem will work normally again.
