What occurs when a certain shiptype that the AI normally receives reinforcements with is disabled from the lobby?

eg.  If turrets are disabled, will the AI receive those reinforcements through other objects such as ships (will they get ships in compensation)?
I'd take a sea worm any time over a hundred emotionless spinning carriers.

It depends on the ship type, and how they were disabled.  In most cases, they are compensated.  In specialist cases such as astro trains or mines, they aren't because there's nothing that's too equivalent.  But on the other hand, the ship caps on those planets can then be used for other purposes, so it's not like the total forces go down or anything.
