Anyone can edit a bug's title or description.  Just click "edit" right there above the attach a new file box and fix the title/description typos yourself.

Mantis is different from the wiki, as some of the reports are personal proposals rather than communal info-sites. In addition not everyone likes people altering their 'posts' without their consent, so its better to ask imo, even if it might be less time efficient in the short-term.
