-Previously, AI guards would sometimes "dance" at the edge of their guard radii.  Fixed.

It was pretty funny seeing them do that though, like the AI couldn't make its mind up. :D

It wasn't fixed in this version(was one or two back), but I love the fact that you fixed the counter-snipers+in construction buildings.  It was a huge pain to get my power plants built on enemy planets with that bug :).
