Question about good against/weak against formulas

Quick question about how the good against/weak against formulas work.  Say I do 80 base damage and have +70% against x, if attacking x do I do 1.7*80 per hit or does it effect chance to hit (and I still do 80 damage, but I can hit through much higher shields at a higher range against that target)?  If it theres already a topic/wiki about feel free to point me there, I did a quick search and couldn't find one.

Dur, I was thinking they were artificial bonus's rather than just guidelines based on rof/damage/energy/range/shields.  Thanks :).
