Question: How do you "use" counter sniper ability of starship scouts?

Does the scout starship need to be embedded as part of the "fighting force" or can it be circling the planet in its customary safe zone?  Thanks in advance for the help!

Plonk down a counter sniper turret and note the range. The scout starship counter sniper ability seems to have the same range, so imagine it is a mobile counter sniper turret.

It needs to be embedded, and moreover its faster speed dictates group moving everywhere.
