They're a beefed up version of the Mk3 Engineer. No new abilities I can see, they cloak and teleport and all that but so do Mk3s. They do have double the construction speed of Mk3 though. Higher regen rate. Slightly higher repair rate, but not as drastic as the construction speed. They also don't take any extra damage when on enemy planets, unlike the rest of the engineers.

Hah. That's unspectacular.

Just to be sure about the OT though: Are there still AIP costs incurred by repairing broken / damaged golems, or is that done away with thanks to the new easy/moderate/hard separation (I only play hard anyways, if it makes a difference).

The only time there is an AIP cost is on medium, and that is a one time cost (upon completion of the first full repair and activation).
