Honestly, I think turrets are the best with a per planet cap. I don't think using knowledge on turrets would ever be worth it if they weren't capped per planet. Also, having a per planet cap does two very important things in my eyes.
Firstly, it stops you from being able to load hundreds and hundreds of turrets on a planet without using knowledge. If you only had, say, 100 turrets, the most logical choice would be to blockade everything to own behind one or two entry points and bury them in turrets, as there would be no feasible way to defend outlying planets without using ships. With a per planet cap, you can have turrets where ever you need them, and it limits you nicely on how many you can load on one planet.
Secondly, (as I sort of already mentioned) it gives you something to defend hinterland-like planets with without a headache. When you have all your turrets on choke points, not only is your defense very brittle and unsatisfying, Its a massive headache if it fails or something slips past. Either you completely destroy a wave and nothing happens, or you completely fail to destroy a wave and either lose or call in everything to have to stop it.
Also, turrets use a ton of power, so if nothing else balances them, that does. I understand this post is a tad pointless, so if nothing else take as me saying I love the changes.
