New to the game...

I'm pretty new to AI War, just curious if the initial building configuration is hard coded or if there is a way to change that.  Thank you  ;)

The initial pre-built free buildings are hard coded to be in the positions they are in to my knowledge.  You can delete/scrap any building but I would not recommend it for most of them as they are either useful or incur penalties on destruction, just look at the tooltip. In general, if you can build it feel free to delete/scrap it and build it somewhere else if you want and leave the rest where it is. You can also power some structures down to save on power if that is a concern.

Nope, you can't. Not anymore. With the changes to the energy system, you can no longer put anything in "low power" mode. You can still turn them off, but you won't gain anything from it.

It was done this way to prevent excessive, and pointless, micro.

Yeah, low power on ships now basically just 'shuts off the guns', allowing for them to not auto-engage while traveling via cloaker or the like.
... and then we'll have cake.

Yea, no more power-down, just stand-down, but the human settlements had their energy cost removed so that was a net gain :)  If you really don't want to spend the energy on the mercenary dock (or whatever), you can just scrap it and rebuild it if you ever need it again.

To the original question: nope, no control over what it gives you to start with, but I think the cryo pods, human settlements, and home command station are the only parts that are both non-scrappable and non-moveable.

Or have the AI send a chat message to the player when it thinks its losing:

"Psst, there's a cool new hotkey in this patch.  Alt-F4."

Basically.  They give the AI something to hit that will hurt you, short of actual game-over.

It raises the stakes on homeworld defenses, I think, because merely surviving may be a Pyrrhic victory.  Without the AIP-increasing-things there, the fact that the enemy lasers were scorching the paint on your home command station 30 seconds ago would potentially mean nearly nothing at all.
