New Scaling of Spire/Zenith/Neinzul Modular Forts

When you made it so that the amount of unlocked forts scaled either by HWs or by Champions, whichever was larger, did you mean for this logic to go to every player in a multiplayer game?

For example:  In our 3 player, 1 HW each game, (we are all Normal+Champion) we used to all get 1 per of the modular forts.  Now we each get 3 per.  If you were playing an 8 player multiplayer game where they each are normal + champion, each of the players could have 8 per of each of the modular forts.

This seems excessively OP to me, since I think the original concern was just that somebody who was playing 1 human HW + 8 champions should get more than 1 fort.

I don't know how you handle logic for multiple real players as opposed to multiple HWs per player but in the former case I think you just basically gave us free AI-annihilating candy.

Oops, yea, that'd be a bug ;)  It should just be one each.
