Quick question: Will it fix the enclaves in my current game? I have around 90 now and they cause lots of lag.
I also want to say that they seem a little OP, as they just go on sprees clearing half the planets on my map(6 strength).

It won't remove excess enclaves but it will prevent them from spawning more.

And yea, they're kind of hilariously OP in general; for release-after-next I may hand out some old-fashioned nerfs for them, we'll see.  In the meantime it's kind of their revenge on the galaxy ;)
