Low power scouts

Low power scouts are able to slip past enemy lines undetected. 

Granted, there's not much use for conserving ~23 energy each, but...

This is not a bug, cloaking does not require power.  This is vital for strategic use of certain units, like space planes, etc, on offensive maneuvers.

Not correct, cloaking does not require power -- that was my point.  Hence basically for space planes, etc, low-power mode is just a "hold fire" mode that keeps them cloaked until they are ready to be unpaused and wreak some real havok.  And for scouts it just has no effect whatsoever, you can run around with scouts in low or full power mode and it's no difference either way, really.

Don't they consume energy? If so, then it's a way to use a little less power. Especially when you're dealing with the MkIV scout...

Powering down a scout will save a slight amount of energy, but you will lose the cloak boosting ability (but not the actual cloak). I've noticed this behavior with eye-bots, and I assumed the same applied to normal scouts (though I've obviously had no reason to try it).

Way too late for me, I apparently can't read.  Yeah, you lose the cloak boost ability, sorry about that.  I read it as just "cloaking."  Blah.
