Living next door to a Super Terminal

I just started a new game and was a bit shocked that my neighboring system had a super terminal.  Is that supposed to happen?

It happens occasionally.  I find it both convenient and annoying:  It's easy to use safely, but since the AI will deploy Strategic Reserves there, you need to be careful about keeping it clean/neutered and what trying to pass through.
So, I don't think this is a bug.  If it is, it's one with no noticable impact.

Yea, it's not a bug; mapgen doesn't specifically go for a distance from your HW (but iirc it insists on 3 hops out from an AI HW) on the ST.

Having it on an adjacent planet has positive and negative consequences, none of which seem too extreme.
