Possible bug?

So I built a Spire City on a planet with a Showdown Device and a Nebula wormhole.

Although I cleared the surrounding planets from the AI and built command stations on them, the Spire City wouldn´t let me upgrade it.

Could this be a bug because of the Nebula?

Ok, after some testing, I think I got it, when I read the descriptions of the City Hub and the Showdown device.

That´s sneaky :D
