Large Starbases Not Rebuilding Modules?

Is there a circumstance in which large starbases are not supposed to replace your modules?  I've lost the Dyson nebula twice now because mid battle the large starbase suddenly refused to replace my shield modules....

The only two possibilities I can think of are:

Taking Damage: You can't repair a structure for a few seconds after damage is taken by said structure.

Beam Count: If the battle is taking place near the large starbase and it only has a few repair beams, the beams might be busy repairing other ships rather then repairing your shield modules.

Note that technically your champion builds the shield module and then the starbase repairs it, so the rules for repairing other units apply here.

Note I can't confirm this from my own experience, I'm just throwing out what could be causing this.

Ah, that's probably it.

Also, this nebula is ~REALLY HARD~.  I'd only gotten it in my first couple nebulas before and it wasn't that bad.  This time it's my fourth nebula, and my destroyer is just not up to snuff.  I'm carrying four of the strongest shields I can equip and all of the strongest lasers I can equip, and I'm getting my butt kicked really hard.  Once I got it almost to the end (I think?  The ships still hadn't stopped spawning, but it had been like ten minutes of holding), but usually I die really quickly.

EDIT: Yeah, screw that nebula.  I finally had a "F*** that.  F*** this.  F*** you!" moment, enabled cheats, and gave myself a cursed golem.  I ~still almost lost~!!!  >.>

This nebula is actually easy if you coordinate and shield your allies.  Just plop shields down over them when they are about to be hit, and attack the ones that are low health in between shields.

Do this and you should get an excellent score.

If I remember that one correctly it's definitely about shielding the other ships so they live longer and can help you. I found my own firepower not as significant in there compared to the shield ability.

Now getting Ravenous Shadow as a destroyer? THAT is just unfair.

Exactly what I said above you, except I recommended to snipe the low health ones as the AI tends to spread their fire out too much and leave low health gatlings for extended periods.  Better they die early than continue firing for 5 minutes.

I find, more so near the late game, that Large starbases are a bit slow to pick up the fact that they have something to repair need them. The best way I found to solve that, is a save and reload. It not just the Starbases, my engs are as well. Given them a few minutes and they figure it out on their own, but they are a lot less responsive then they are at the start of the game.

Ah, that would explain times when I've been scratching my head trying to figure out why my ship wasn't getting repaired, only to have it suddenly start happening.  Default performance profile, if that matters.
